Are the police useless, just don't care or have their hands tied?

Criminal cases have to be proved against each and every individual, you can't tar every person present with the same brush. Police can only follow a lead as to the identity of the youths and it is almost impossible to identify people in this sort of scenario without CCTV. Sadly, even when there is CCTV, 9 times out of 10 it's a naff cheapo system which is as much use as a Cadillac Eldorado on a track day.
There is always an assumption that the Police can "do something" when it is clear they would be wasting their time chasing wild geese.
Whether a slap on the wrist follows depends on the age and antecedents of the persons involved.

A friend of mine (female) was groped running through a park. The two police officers who turned up were aparently more interested in the fact her boyfriend had three games consoles and a "posh" laptop. Said it wasn't worth pursuing etc, etc.
A month later she had a call back saying that she had to make a statement as it was a sexual assault case.
She made a statement.
Another couple of months follow and they think they have the guy hos been doing it. She goes and has a look at some photos of suspects, however this is now 3 months down the line, she's not 100% sure. Picks the person she thinks it is out.
Case then dropped due to lack of evidence.
Can't help but feel if the two morons who turned up originally actually had some mental capability and actually focused on their job instead of Forza they'd have actually solved this one.

As I read on the linked forums, the 'officers' 'involved' saw the two as they (the 'officers') came from a previous incident around the corner. How much clearer could it have been? Almost impossible to identify without CCTV? Can I ask, how did you get on before CCTV was commonplace? Primarily make sure you can back it up, they sure as hell aren't going to like being reprimanded by some guy, rightly or wrongly.
And before someone says "so he should have let them carry on and walk all over him", yes, that's exactly what i mean in a situation like that.
It's most likely his car wouldn't have had any damage done to it beforehand, and he wouldn't have been kicked up and down the highstreet.
Guy in a house across the road from me had battery acid/brake fluid poured on his car a few weeks ago and the Old Bill said there was nothing they could do.
Unfortunately it seems crime is nothing to do with breaking the law these days but all about resources. Still, £9k and a a beating seems like a high price to pay for a kebab - poor guy.
