min gap - calliper to wheel?

If the callipers are of the floating type then the distance from the rim will increase as the pads wear. However if the pads are currently worn down you could well have problems when you come to replace as the floating arm will extend furthur out towards the wheel rim to accomodate the fatter pads..
i put bigger calipers on a metro once. started bolting the wheels on and realised they didn't go round anymore 
i sanded a small bit of the caliper to get the movement back, i think the inner edge of the caliper got cleaned!
as said above though, do it with new pads, i did it with part worns and had to do it all over again!

My space isnt there - its edge to inner rim. just grazing the inner wheel weights.

I would be very worried if the caliper moves 3-4mm under braking, only concern would be under heavy braking the caliper would expand but not by that much (and if that hot, the least of your worries!)
Rim Balance weights might be advisable, but even if one comes loose/off I can't see it damaging much, a brake disc would eat a balance weight in a short amount of time.

I'll see if I've still got a picture of 'beergibbon's Imprezza, you might just be able to slide a sheet of paper between the calipers and the spokes!

On a side note, can you specify sticky wheel weights over clip-ons? Just had new tyres on the front and now have a MASSIVE weight on the rim of the wheel...
