Need some advice, refurbed my wheels, applied the first coat of laqure and let it dry, ive researched and seems the laqures been drying before applied to the surface, the surface dryed is alittle ruff and dusty, what can iyou recommend i do, can i clean and apply more coats to even it out

It depends how bad it is, let the lacquer cure properly and you could see if it polishes out. If not give it a flat back and put more layers on.
