If I own a car, have x years NCB and I buy a second car, when I'm getting a quote for it, do have the same NCB or does it only apply on one car... ?

One car only, unless you are with an insurer that will mirror it fir the 2nd car.

Some insurers will mirror the NCB if you insure both cars with them, some will not.

ETA: The other option, is to get an actual two car policy.

You can't use it on two policies at once, but when I had my MX-5, Aon were happy to mirror the NCD on my main car as an introductory discount - all they wanted was a letter from my insurer saying something along the lines of, "Timberwolf has x years NCD which he is currently using against his policy on car y with us."

Depends on insurer, of course.
