Joining a Dual Carriageway at 15-20mph

Went out for a nice drive this morning to my mates house, she lives over in the sticks a bit out the way, down some nice country lanes and dualies. The country lanes were not a problem, anything that got in the way was shown VTEC and the drive was most enjoyable.
However, upon leaving the twisty bits and entering a dual carriageway, I encountered a blithering idiot in a Skoda, whilst on the entrance slip road to the dual carriageway she slowed down from about 30 (safe to do 80+ on this bend) to 15, then slowly accelerated upto 20 and onto the dual carriageway.
I have honestly never seen anything as dangerous in my life, and I was powerless to do anything apart from sit behind her and also join this dual carriageway at 1st gear speeds. Luckily there was a gap in the traffic and I have VTEC y0 so she was eating my V Power fumes, but I really felt like reporting this old diddler for being extremely dangerous.
Almost every time I have seen bad driving it is always either a) An old blithering idiot or b) a foreigner, never young drivers as the media would like you to think.

we have countless numbers of idiots round here who despite the cars moving at 70+ down the M3 still insist on slowing down to 30-40mph to join the motorway, the funny thing is them thinking their being safe is actually causing far more of a hazard than if they were to get up to speed correctly
actually witnessed an accident caused by an old guy merging onto the M23 at what had to be 30... the merc behind dropped the anchors and avoided him; the arctic behind the merc couldn't slow down in time so went into the middle lane clipping a focus (who to be honest probably couldn't see the idiot or the merc because of the lorry)... the guy who caused the accident carried on at 45, looking ahead; pprobably blissfully unaware even to this day...
last time i got into a row was on the A1 with its notoriously small slip roads... rush hour; middle aged woman waiting for a gap to merge that is not going to come until nightfall... i know the hard shoulder is dirty but surely it is better to build up speed on the hard shoulder then merge rather than pull out into a very busy NSL... not too bad when you can do 0-60 in sub 7 but in a Galaxy being driven by someone 2 years shy of their pension its just not going to happen is it?

Too fast joining is also a problem..... I guess the best policy to urge drivers to adopt .......is to check Lane 1 before you join the carriageway and merge in at the speed the traffic is flowing at, so as not slow or put the Lane 1 traffic into danger by driving down the slip at 80 and swooping into the traffic and cutting up the flowing traffic.... causing the domino effect from the vehicle that has had to brake or manoeuvre which causes the traffic to back up for up to 2 miles ...... happens daily here on the A14....at every slip road from Godmanchester to Milton....

You should of held back a good distance as you sit attached to her back bumper you will more then likely be part of any accident and no VTEC yo you t
t will get you out of it.remember this when you are finally old enough to drive
