Budget Winter Tyres vs Good quality summer tyres?

I am about to change the tyres on a new car. It has Maxxis MAV1 on it right now and I wanted to change to some better tyres (although I have to say these tyres don't seem bad at all).
Ideally, I want winter tyres. Not just for snow but a compound designed for wet and cold temperatures.
I don't want to spend a huge amount of money on the very best premium winter tyres.
It occured to me that budget winter tyres might be so bad they perform worse than a set of premium summer tyres.
What do people think.
(also the car is RWD, I assume it would be silly to put winter tyres on rear axle only, unbalanced breaking??, understeer?)
