Fiat Panda Steering Issue

Noticed with the Panda that it slightly pulls to the left, been more obvious lately so I'm trying to sort it. Have tried making sure all the tyres are at correct pressures, not punctured etc and they're fine, yet it still pulls left. Also more recently I've noticed that when it is going straight, the wheel isn't dead centre. So, is it a steering rack issue, or can anyone else think of something much more serious that it could be? I'm intending to do repairs myself, owing to not having much money at the moment, but I'm fairly familiar with how it all goes together so shouldn't be too much of a problem.

The tracking is out.

Its a garage job as you need the alignment equipment.

Shouldn't be a lot more than £30 if you shop around.
