The vehicle it fell off. Or their insurers. If you can't find out who it belongs too. Then you're stuck fixing it yourself.
It's the same as being hit in a car park and no details.
The HA might know who owned the wood if the person reported it had fallen off their truck.....but not likely.

The person driving the vehicle that dropped it is ultimately responsible.
to find out if the HA have any information on who dropped it, you could call the HAIL number http://www.highways.gov.uk/aboutus/2304.aspx mentioning the time/ date/ location and what's happened, they will take your details, then make further enquiries on your behalf, and should get back to you within a few days with any information should we know who dropped the debris. Then you will have the information so that you can go about making a claim against the culprit through your insurance.
The drawback here is that you'll obviously need to inform your insurance fairly quickly after the event, and if subsequently there is nothing known about the culprit, then even if you intend to sort it out yourself, the insurance with have it on your record as an incident. (This is how I think it works, I don't trust insurance companies much I'm afraid!)
On the other hand, you will need to inform your insurance company fairly quickly, if you intend to go that route for repairs anyway.

99% of the time, debris such as this, the culprit is very rarely found, if it was something more *noticeable* (wrong word, but you'll get what I mean) like an item of furniture / bikes / roofrack etc. then we often get the owner stopped further up, hopeful of getting his belongings back, with these you'd have more chance of there being someone to claim against.
