Engine development tokens

Just seen this - http://www.motorsport.com/f1/news/honda-allocated-... - which indicates the level of development still to come from the engine manufacturers this year. Apart from the FIA using a strange rounding principle when deciding the number of tokens Honda can use it does show that Renault maybe have the most potential to improve from where they currently are (depending on which have been used I presume) so maybe Christian Horner is frustrated that they haven't done enough work yet and that is the reason for his statements about Renault.

Will be interesting to see how it means the engines develop over the course of the year.

It was mentioned in the Sky quali show, Mario Illien has started consulting for Renault, so the suggestion was that maybe they held back using some 'tokens' until his ideas come on line, so as to make better use of them.
