They are choosing not to compete - in the same way that Manor did, if you remember, though for entirely different reasons. No-one remotely said that in that event the race should not be counted as a championship round.If the relevant local health authorities advise that the race should not go ahead, then it won't. Ross Brawn has said, additionally, that if the authorities prevent a team from attending then the race won't go ahead.
Simply put, those circumstances have not occurred.

The man has a contract of employment. Most the F1 teams employing champions have at some point over the years made it clear that the team is bigger than any one individual. Just because 'it's Lewis Hamilton' doesn't mean he isn't bound by obligations. You'll probably find the FIA place strict requirements for the drivers to show up for the race. And his contract of employment and conditions of competition from the FIA have made him, all of them, show up.Hamilton being vocal is probably him protesting as much as he can about that without being explicit enough to get himself in trouble. To call him a hypocrite in this situation I feel is a little short sighted. Love him or loathe him.
