For a manufacturer, it's still not going to be attractive, as the cost of developing the PU is still enormous and the timescale to competitiveness too long. The risk of embarrassment is high (see Honda). From a marketing perspective the technology isn't ostensibly that of 'the future', either.
If you're a customer team, there's little evidence you can muscle in and become competitive in a reasonable timescale, so it would have to support a marketing exercise for a wider business, a la Haas.
I realise Mercedes manage to make themselves more or less profitable, however I think they're an outlier.
