Fines for careless drivers...

I had a search through the General Gassing, Advanced Driving and News forums and can't find mention of this anywhere. [waits to be shown repost and link in first reply!
], but it's been on the news all day today so I was expecting a thread on it already...
Is this going to be implementable? Will people take notice? Where are the traffic officers going to come from to enforce these fines? What criterion will need to be met to attract one of these fines?
I heard news readers talking of calls for better training and the possibility of introducing "graduated licenses"! Will this mean that further and better driver training will come in to demand? If so where to the organisations able to provide this training come in? Certainly, not all ADI's will be equipped to deliver advanced training to a level much better than the L test where it seems it is acceptable to let a new driver on the road who merely knows a few rules of the road and how to operate the car and not drive it (with respect to things like balance mid corner, braking in straight lines etc).
I'm all for it and would love to see much better training given (and demanded) but how do they expect to make it work?
