Do dealers such as Arnold Clark for example, have much moveability on the listed price of their cars. I know when buying new you can generally hope to knock atleast 1500 off the list price but this is also the case with used cars? There is a car i've seen at one of their dealers for 8800. Is it unrealistic if I was to walk in there with cash to hope to drive it away for 8000

Lots of factors but I'm not sure if you'd get much more than 500 off

But who knows???

I very much doubt that you'd get that sort of money off. The market is tough at the moment, and the internet means that customers are much more savvy now than they used to be. This of course means that dealers can no longer charge whatever they want for a car. Most dealerships are reasonably competitive on price now, with smaller margins to work with.
