Cheap low tax PH car

Is there such a thing as a cheap to buy (less than £5,000 used of course), low tax (up to band D, but peferable band C or below) and fun to drive car?
If there is I would love to know.

I like the aygo. Some people don't, but it's light, has a wheel at each corner and loves revs... reminds me of older small fiats (the verve, not the rust)

I would require it to be Watertight. And not built in France perhaps?

Tax band C is £30 a year then it jumps up to £95 for band D.

100HP all day long. Be warned though; they encourage full throttle. All the time.
