Drivers who drive at the speed limit instead of thinking "hang on this is a residential area souldn't we be doing 30?" probably deserve a ticket. Especially if they live in the area and know it's a 30 zone or have a Sat' Nav' telling them so.

Would be good grounds of appeal. So if you ever get a speeding ticket just take a 40 sign off a pst somewhere and photograph it in the 30 zone you got nabbed in.

Agree with your first paragraph, too many drivers regard a speed limit as a target speed but that still doesn't make enticing motorists to drive faster in a built up area 'funny'.
