M69/M1 gantry cameras?

The ones going from Cov onto the M1 and then northbound...
When I left the country I was under the impression that they were only switched on as and when the variable speed limit sign showed - ie if the sign was black then the cameras were off; only today coming home I saw a van driver or 2 slow down for each speed camera sign even though the signs were defiantly off. Have the practice of these things changed, or was he being overly cautious?
