So, I wish to pose a question to the PH driving nation. I will hold back on which car I was driving until the finish.

A set of traffic lights, just turned from red to green on a reasonably busy ring road (dual carriageway). A police car comes across the red lights, with flashing lights on, the audible siren was on for around 1 second as he approached the lights.

Black car, front of queue, stops in time to avoid the officer. Blue car stops short of the black car. Silver car the rear-ends blue car, shunting blue car forward, narrowly stopping before colliding with black car at the front of the queue.

So, who is at fault? biggrin

Silver car.

They cant have been going very fast considering they were just pulling away from the lights. He/she should have been more observant.

Silver car. The back car is always at fault, and the fact that the car in the middle managed to stop means that there isn't any kind of excuse.

It's the silver car who is at fault. He didn't stop in time.

ME!!!

This is exactly the accident I had, lights went green we moved, sirens sounded (I checked my mirrors) car in front stops, I try to stop but car was stopping while I was checking my mirrors.

My fault.

Sorry OP.

Think about it this way, what could any of the other cars have done to avoid the accident? Nothing.

Whereas the car in the rear could have moved off at a reasonable distance to stop in an emergency, which as it turns out happened!

Think of it this way... What if a deer ran out in front of the first car instead of a police car pulling out? No warning at all for the silver car at all in that case. Still the silver car's fault because you're taught to leave a gap between you and the next car for just such emergencies. Clearly the silver car failed to maintain an adequate buffer. Happens to the best of us at one time or another. If you were in the silver car treat it as a timely reminder. Of course if someone else was in the silver car then I recommend VBRJ complete with custard shot posted on here. Well it is PH after all. Standards to maintain and all that...

No real contention here. If you didn't stop short of hitting something it is your fault.

and you should have changed "the audible siren was on for around 1 second" to "I only heard the audible siren for about 1 second"

Perhaps a more important question rather than 'who is at fault?' is 'how can i avoid getting into this situation (again)?'

Be honest with yourself and the answer is usually quite easy to come up with.
