Help wanted for ebay car sale problem

A friend of mine has sold her 2000 Punto on ebay. It got 3 bids to £720. The winning bidder has just sent this:
"Im sorry I cannot complete the purchase my husband has left me in the lurch n gone back to Poland today for work he was bidding on the car for me! If you reject the sale via eBay I will accept it so no costs are incurred, appologies again for wasting time"
What should the seller do?

Just relist it or ask the second highest bidder if they want it on a second chance auction. Also if you do relist it, make sure you put all the eBay blocks on to prevent most crap buyers from bidding.

Forget it and relist. Sellers and buyers can back out at will. There is a section in ebay's T&C's that states , can't remember the exact wording but the gist of it is , ebay only act as an intermediary in bringing the seller and buyer together , the bid is only an indication of intention to buy and not an enforceable contract. Despite the threats other sellers make about binding contract and pursuing for costs etc it's all smoke and mirrors

they are quite Byzantine.

ETA - So far, she's opened a case in the Resolution Centre requesting to Cancel Transaction giving the reason as "Buyer purchased item by mistake or changed mind".
Also made a Second Chance Offer to the next bidder.

Well, the update is that:
[a] the buyer has agreed to cancel the transaction so the £20 Final Value fee is returned.
[b] the Second Chance Offer is still interested and wants to come over to view the car.
My friend, who is new to eBay having only bought one thing on it so far, has been advised to set stricter Buyer Requirements when she relists the car.
What are PHer's views on:
(a) block buyers who don't have Paypal account? The car is cash on collection, so no Paypal involved.
(b) block buyers with no credit card on file (or only apply if they have feedback score of 5 or lower).
My thinking is that this will possibly exclude bone fide cash buyers of a cheap car. What do you think?

In the options I block everything it will allow me to block ie bidders with more than two non-payment strikes etc - tick every box. This won't come close to excluding all idiots but its the most you can do.(a) block buyers who don't have Paypal account? The car is cash on collection, so no Paypal involved.

You have to accept paypal in the ad, or ebay won't run it. But in the words you can say cash on collection only. You really don't want to accept paypal for a collect item because you can easily be scammed (no proof of delivery) and in any case paypal would swipe another 10% of the money.
Quite often people will ask to view and then offer cash, and you end the auction early. I think this is the best option if it arises - no final value fee, definate sale.

Aha, didn't realise. That's a tricky one, you could be putting off real buyers. But I guess there'll all be low stars people because you can't operate on ebay for long without getting paypal, and low stars people are alwasys a bigger risk of being non-payers.EBay does require that Paypal is always offered as a method of payment but you can block bidders who don't have a Paypal account.

Ebay own them and wont wear it. You can exclude cash, cheque, carrier pigeon but not paypal!
I very rarely use Ebay now and prefer to use Gumtree . I have a PayPal account but refuse to use it due to their charges. I also get put off when Im going to bid on an item for the seller to state "PayPal ONLY " - I refuse to do it so go looking for the same item from another seller.
I have 100% feedback and am upfront and honest in all my buying and selling - if I won an auction Id more often than not send cash by special delivery ( that way its got decent insurance if it goes missing ) but hey ho . . . . PayPal is god in the Ebay world.
