Browsing through the local paper (Southern Daily Echo)today I noticed a ad for this,

They are claiming that the system separates water into it made up parts and the gas from this process is injected into the engine to give more power and economy.

So is this possible or is it just another one of them clamp this on fuel line to save fuel cons.
