What's the point of this speed camera?

^ This is what I'm talking about. It appears to be Gasto but is forward facing, meaning it can't be 'catching' cars coming towards it. However, as it's a slip road onto the M4 cars will ONLY be going towards it. Also, there are no lines on the road which seems odd!
Added to this the previous limit from the A466 was a NSL, with no subsequent signed changes other than the flashing sign just before the camera. Surely wouldn't give people enough time to slow down, even if they did get over 40mph, and even this would be very unlikely considering they'd have just come off the roundabout.
Maybe someone can explain it to me, or have I missed something?

Truvelo cameras looks like Gatsos but have an infrared flash rather than a visible light one. As a result, they don't dazzle drivers, and can therefore be used forward facing (and usually are).^ This is what I'm talking about. The lack of lines on the road (truvelos usually have 3 lines, a few CM apart - they don't need a 50ft long ruler like gatsos) is odd.

The flashing matrix signs on motorways only give you an advisory limit so you can't be prosecuted for exceeding them and no speed camera will be set to be triggered at those speeds. As for why this is here, I have no idea.
I do know of a farmer who was so fed up of people speeding past his farm he set up a bird box at the edge of the road by his farmyard that looked like a speed camera and people did slow down as they passed it. There are a few fakes listed and pictured here.

I don't know that anyone would have the ability or feel the necessity to position a fake camera there though. If people say there are roadworks on this stretch the workmen could have done it as a scare tactic just like they have in one of the pictures in my link above.

I see 'em with big orange bags over them in the Midlands. Surely you can't just "turn them around" on their mounts?+1 for thinking this is likely to be height detection, though quite how it works I don't know.
