V5 replacement?

Im about to purchase a car off a chap who only sent the v5 off 10 days ago, leaving him with just the small slip the new owner has.

Ideally wanted to pick it up and do the deal tomorrow.

He suggested we go together to the DVLA tomorrow if it doesnt turn up, and that it is possible to transfer the car into my name there?

Can anyone confirm this as googling has just got me confused :S

If the seller has never had a V5 in his name there is no chance of getting a new one immediately.

As they write to the old owner and give them 14 days to reply.
