Car with smoking tyres on the dual carriageway?

Driving down the A24 this morning, a white Citroen Xsara came past me with what appeared to be some feint smoke coming from both rear tyres and the stink of burning rubber, continuing for over a mile until I decided I couldn't stand the smell anymore so went past.

Is there any probable cause (i.e. overload of weight) or were his tyres fked?? Can't work out if I am being incredibly stupid or what

In all seriousness that isn't good - would be curious to hear if anybody has any ideas what could cause that?

or tyres with very low pressure, the walls collapse and rub causing th stench/smoke, then the tyre wall will split completely. but if both tyres probably handbrake as mentioned.

If the rear wheels looked like this /---\ it means the rear beam is knackered in extreme cases the rear tyres rub on the inner arch.
