how are car stats worked out?

just something ive always wondered really, i asked on anouther forum but everyone seemed stuck on a definate reply.
when a new model is released, do they take a sample of the new cars, test them and work out an average? is it done in a lab with tech heads working out theoretical 0-60, bhp top speed etc, or is it just sales spout that flows from people in a PR department and is a good guesstimate of the performance of a car.
as we all know, cars which in theroy should be identical all seem to vary from "book" figures. i just was interested where the "official" figures actually come from?
