330d
The expected choice, but they have a great reputation for a reason!!!And shoot me now, but the 520d (with the later more powerful engine, 172BHP I think) is a cracking good car too. Ok, not the nicest sounding, but decent punch, swift and will do 45+MPG without fail.
Dare I suggest Volvo? Very comfortable, plenty of power (185bhp), good mpg, looks the business in my opinion:

That XJ is a good shout, but will they average 40mpg? If so, here's some others in sunny Scotland

A bit leggy within your budget, but nevertheless;

How about a petrol that can match, if not better the economy of all of those above?

http://www.autotrader.co.uk/classified/advert/2011...
Fuel consumption (urban) 25.7 mpg
Fuel consumption (extra urban) 48.7 mpg
Fuel consumption (combined) 36.7 mpg
0 - 62 mph 6.5 seconds
Top speed 155 mph
Cylinders 6
Valves 24 v
Engine power 272 bhp
Engine torque 263 lbs/ft
Less VED too!
Absolute witchcraft!

Does not deserve to sell the bloody car with photo's like that...http://www.autotrader.co.uk/classified/advert/2011...
Other choice missing is a C320 cdi, E320 cdi, and S320 cdi all in budget.

High thirties is the norm or 40 if you stay out of town. They certainly use less fuel than an S-Type with the same engine because being largely aluminium, they are a fair bit lighter. To answer the OP, I think 5 series is the answer to your question. my 530d Msport manual was comfy enough, averaged 39 in my ownership, up to 44 on a run. It was so uninspiring inside, I sold it after 3 months, though, the Jag is a much nicer place to be.
