Nice cars, driven badly ...

NOT a rant, but
Yesterday, I was treated to three prime examples of why some tossers shouldn't be allowed a driving licence, let alone as much as a bicycle to get around on ...
1. Bentley Continental, undertaking someone at some traffic lights when the car in front had (correctly) stopped at a red light.
2. AMG C-class being wound up to approximately 80mph in a shopping street at around 4.00pm, with people literally rushing to get out of the road in order not to be hit.
3. X3 being driven very erratically (no signals, late braking, precious little observation) while the driver had a mobile 'phone conversation. (OK, this is stretching the "Nice Car" a little, but the point stands.)
Why are such cocksprockets allowed on the roads in the first place (I'll admit that the assumption that they all had driving licences is a bit of a big one) and why do the police seem so powerless to do anything about it? (The red light/undertake took place literally in front of a police station, and one of the other cars stationary at the junction was a police astra ... )
Is it wrong to despair?

There are many people that drive like wI'm surprised at the amount of people who rev a car hard from cold, most cars even come with a(n admittedly coolant) temperature gauge, which is at least a rough idea of when the engine is warm! Maybe BMW noticed this and hence fitted the adjustable rev limiter.
Used to live in a cul-de-sac full of retired folks, there were some nice cars in the area - E46 M3 cabrio, Passat R36, Civic Type R and a C63 to name a few. All of them were usually parked with the wheels kissing the kerb, or for the manuals (the Civic and M3), reversed into a garage at 5,000rpm.
I was out with a friend when I saw a (guessing) stolen blobeye Scooby with every panel bashed in sideswipe a car, spin out, and take off again at top revs, smoke billowing from both ends. Since I had my STi at the time, it made for quite painful watching.
Then again on my way home today, driving miss daisy in order not to spill the curry perched on my pax seat (heated seat on to keep it warm), the 911 that bombed past me and then got rather sideways on the next, empty, roundabout, was a fantastic sight to see. If it was anybody on here, I was the chap in the shiny green 120d giving you a massive thumbs up at the next set of lights!
