Road Safety For Non Motorists

So with all these speed cameras, billboards, campaigns with kids holding signs, oldies with nothing to do holding radar guns, why do I never see the following?

TV adverts, posters, police stops, ect

Telling
. Kids not to play in the road
. Showing you how to cross a road
. The green cross code man
. Lolly pop people educating kids, handing out flyers to kids/parents
. Cyclists being told to follow the Highway Code (I am one before you start)
. Enforcing the above
. Telling old people how to drive a mobility scooter

ect ect.
