Oh well, in a nutshell.


The general public are complaining about legal cars being used on the public highways, in particular they were targeting a driving school/test centre,

The owner of said school/test centre has written the note to his employees in a sarcastic manner to get them to stop using there cars in this area unless they are taxed, which they are, so they can basically carry on as they were.

Amusing, but if you have to drive through an area regularly used by driving instructors it can be very frustrating. There's a residential area near Thornton Heath where I can be delayed by 10 minutes having to wait for 4 or 5 separate 3-point turns / reverse parks / reversing around a corner maneouvres(sp).

Of course, as pointed out, they have as much right to be there as me, but frustrating nonetheless...

Clearly , there is a driving examiner in Scarborough with a sense of humour - sadly the same cannot be said of residents in the quoted streets .
