Damage from flying HGV part

Possibly one for SP&L but I'll post here it to start:

Passing a HGV this evening on the M1 and I was aware of something fall from the side of the HGV and then a loud bang on the roof of my car. Unavoidable due to proximity, I'd just had the pleasure of something fall from the truck and work it's way down my entire roof line.

I pulled in front of the truck (considerately) and politely indicated for him to pull over. I enquired if anything had fallen from his truck and got the response 'it was the wind deflector (from the side of the cab)'.

Is his response adequate as an admission of liability, even though there was no witness to his response and no-one stopped as witness to the falling wind deflector?

I went this route when I lost my wing mirror to a HGV cutting lanes last year. I ended up paying for a replacement out of my own pocket and not going through the insurance but still have a 'no fault' zero cost claim on my insurance.
