Odd Police focus in Lincs - half marked/half unmarked

I saw a very odd looking Ford Focus in Lincs at the weekend on the roads round Skegness, the passenger side was marked up in full police livery, even with half a light bar on its roof whilstt he drivers side was plain black, no markings or light bar. Presumably a car the police use for demos and roadshows? Is it actually legal as a police car? Many people were quite wary of it and refused to pass on dual carriageway.

Its a black Focus with a wrap on the passenger side.

There are various different magnetic signs that get attached to the "plain" side depending on the campaign they are running (take your SatNav out of view etc).

It gets parked up and folks have to come up and ask "What the...." - at which point they have achieved the aim.

If it is something to do with the "POL" then it's a bloody waste of Tax-Payers cash, should just put another unmarked focus on the streets to catch Twoc'ers and drive through rioters...

According to DVLA it's a grey Focus

Its a 'show' car for demos and conventions... or whatever you call them. I'm in Lincs and this car was on display a couple of months ago.
Had the police porta cabins there, police scooby and this thing on show plus about 6 coppers all day long.
What they were trying to show/prove i have no idea.
