Petrol Station Protocol

Is it common for one person to go and pay for petrol whilst their friend/spouse/mistress/monkey carries on filling up?! Was in a queue of about 5 people at the counter waiting for someone to pay for their petrol, whilst his mate was still filling the van up. Lad in front of me asked if he could be served whilst they were waiting only to be told no because the guy had already put 2 packs of fags through. So we all had to wait for him to fill up.

Seemed a strange and ignorant thing to do, or am I just overeacting (probably because it was at half 7 and I am massively hungover)?
