London EZ euro 3 and German Umweltplakette 3

Any advice on this-

One of my vehicles is along with many older vans banished from London from 2012, well ok not bannished but 100quid a day...

Odd thing is I'm in Germany often & thus my vehicles are sorted for the Umwelt laws for German towns/cities & this one has got an Umweltplakette 3 (yellow) done the proper way via TUV on vehicle chassis number.

Now does that Umwelt 3 equals a euro 3 standard? if so I need to try & convince Boris' lot of that.

I do have later Euro 4 vehicles, but this one does a specific task & not easy to replace.

Odd blooming law anyway, '98 van with a cat is banished from London, but old '94 derv belching no cat landrover is fine, bizarre.

Does the eleventy million pound toll apply to foreign registered vehicles?

I know nothing, but, do know there are specially chosen establishments whereby one can have such a vehicle tested for said extortion. I'd imagine they can be found on tfl.gov.uk. Good luck.
