My insurer has told me that recovering my excess from a 3rd party after a light bumper scratching knock is not covered under my fully comp policy, and that I had to have taken out the extra legal cover for them to do so.

I've never heard of this so my question is whether this is right and I've never known about it or are they taking the Michael? Thinking about it in all my 20 years of fully comp driving I've never been required to pay extra for my insurer to be prepared to recoup excess from a 3rd party.

Yes, in the main it is right. Some policies include an uninsured loss recovery service as part of the standard cover but most do not. Usually it's an optional extra costing about £15.
