Why don't used car dealers make an effort?

Looking to shift my C3 at the moment as we are downgrading to a single car family and looking to upsize to an estate/large hatch as an all purpose car.
Saw a nice Laguna estate listed on Ebay at a good price. It said P/X considered so emailed and asked what they would offer. We agreed on a price which covered the Laguna with a few hundred my way and I arranged a time to go and have a look/make a deal.
Turned up today to find the car filthy with moss starting to grow on some rubbers and tyres flat, indicating that it had been sat for a long time. Not being too put off, I had a look around, started it up etc but decided against a deal in the end as it wasn't really the overall condition I was looking for.
Now I've been to used car dealers a number of times and always see cars with flat tyres, dirty, not valeted inside etc. Why do used car dealers never seem to make an effort to keep cars looking good when sat on the forecourt? I went to look at a Mazda 2 earlier in the year before I bought the C3. The guy knew I was coming but when I got there, flat battery (started fine with a jump), flat tyres and again, dirty.
Today, the guy knew I was coming so surely could have pumped up the tyres, pulled the car out and giving it a quick jet wash?
Same with other places too, I used to pass loads of used places on the way to work when cycling. Cars would often catch my eye and I would often see them sat there for months at a time. One such being a Mazda 323. It's been at one dealers I pass for over a year now, sat in the same place, flat tyres, dirty, mould on the plastics/rubbers etc.
Do these dealers actually want to sell these cars?
