New impending MOT regs..

Just been made aware of some the impending new and more stringent MOT rules regarding airbags, stability systems, towbars, all rubber front and back etc...
Does anyone know if these will only apply for cars made after a certain year, or is it the same for all?
I feel that this is a government cattle prod to get us into newer cars as it will no doubt devalue cars with these extra facilities and as such they will simply be regarded as financial liabilities to future owners and in some cases probably just unsellable.

In 2010 the European Directive covering the MOT test was updated and revised by a modern version called 2009/40/ EC.
This was then updated by 2010/48/EU, which was ratified on 5 July this year.
The changes bring the requirements for car and commercial tests closer together with approximately 50 new testable items to be added.
Implicationsfor modified vehicles
New areas specifically affecting modified cars include:
HID headlamps and bulb incompatibility,
Tinted windows
Wiring condition and, possibly of greater concern
Mudguards(wings), spray suppression devices.
Visual inspection
(a)Missing,loose or badly corroded
(b)Insufficient clearance to road wheel
(c) Not inaccordance with the requirements.
Engine performance:
(a) Control unit illegally modified.
(b) Illegal engine modifications.

There's a link somewhere to the new regs, can't find it now.
I didn't think it was too bad, basically if the car had ABS/TC or airbags, they have to work, or at least the light must behave as described on the tester's crib sheet.
The silly one that stood out to me was that post 2001 cars MUST have a working steering lock. WTF has that got to do with safety!

This will all come down to the testers discretion. What is an illegal engine modification ?
Remap. not illegal.
Engine change. Not illegal
Fitting a turbo. Not illegal
These rules might be a problem in countries where mods are illegal but not hear. The rest are just safety items and should be working anyway.
