petrol biofuel content

So I read in the paper this morning that biofuel content in fuel is to go up from 5% to 10% next year. Paper suggests any pre 1993 car will not run on this stuff. Anyone know much about this? Seems to have snuck under the radar with me, could shaft classic car owners again if this is true?
