car insurance charges racket - why no public outcry?

The charges of insurers for what seem like simple things are phenomenal. If you make a change, cancel early, change vehicle, have a lapse in your home insurance etc they charge tens of pounds. I just cancelled a 2 month old £120 home insurance policy and they took £75; she said something about a commission, a cancellation charge and then to top it off I've got to wait nearly 2 months for the refund.
