Parking Ticket Letter - Nothing on Car

Need advice for a friend - their car was parked outside a community hall type place on a residential street while they were watching a play. No "residents only" etc. signs were on display - at least not obviously.
Fast forward 3 weeks and a letter has come through the post with a parking fine, albeit dated on the day the car was parked there.
2 questions:
1. Is it valid given that there were no obvious restricted parking signs and 3 weeks have since passed?
2. What has happened? Surely someone would have just put a notice on the car's windscreen there and then.

It depends if it's a council run or private parking area. If it's a council run car park then you will probably have to pay.
If it's a private run car park and you have an £80 fine (or similar) then the general advice is to do nothing. Do not even attempt to get in touch with them at all. This is quite important as you should not give up who was driving the car. Then ignore all threats that come through the door as they are complete tosh and worded to scare you into paying up.
