Can you weld? If not, it's going to need a professional IMO. If you sand/pick away at that I think you'll find a lot of rust behind.

The welding is the easy bit . . . . making the paintwork look good is the tricky bit

Visit some local bodyshops.

Estimates and advice are usually free.

Taking a guess at it being an E28 if the rest of it is good then it's worth shelling out to get a proper job done

You either need a patch panel (not sure if they are available) or someone skilled enough to make one and then fit it by removing whats there and replacing it.

Compared to work that restorers / hot rod guys do its minor. I'd be hunting down these kind of guys to do the work rather than a bodyshop who just fill everything with plod.

Depends how good a job you wanna do. I recon £300/side would do it with a repair panel of some description.

My guess is that the photos are this:

In which case that rust is the very least of your worries. It also seems to need £2k worth of timing chain etc plus significant other rust remediation and chrome work.

You'd have to budget at least £5k, probably more, to do everything that car needs.
