glance above the co2 thing, I believe 'euro emissions standard' is same thing as EUR --- unless someone out there can correct me!

What is the 'EUR rating'?

Are you sure you don't mean the EU emissions standard or EuroNCAP crash rating?

It's to do with exporting cars to NZ. From the 01/01/2012 only EUR 4 (US and Japan equivalent as well)and upwards are allowed to be imported there.

http://www.nzta.govt.nz/vehicle/classes-standards/...

On or after
1 January 2009
and before
1 January 2012 ADR 79/01; or
Euro 3; or
Japan 00/02; or
US2001

On or after
1 January 2012
and before
1 January 2013 ADR 79/02; or
Euro 4; or
Japan 05; or
US2004

Have a read of http://en.wikipedia.org/wiki/European_emission_sta...

All dates listed in the tables refer to new type approvals. The EC Directives also specify a second date — one year later — which applies to first registration (entry into service) of existing, previously type-approved vehicle models.
If that's true then notionally anything registered after January 2001 is Euro3 compliant, and January 2006 for Euro4. Not certain about that myself.
