"Car Club Only" parking?

I've seen this marked on some City parking areas. At first I thought it said "Loading Only"..

What exactly does this mean? Is it a fancy name for having a parking permit - or can I park for free in it?

Possibly a council car hire scheme to reduce congestion?

Yes - they're usually little hatchbacks with round purple stickers and a little card reader thing in the windscreen.

I was working for an escort agency (web stuff, before you ask!) in early 2009 and they were using said cars to run the "ladies" round to "gentlemen's" houses.

Saw a sign up the other day which said 'good vehicles only' so i thought 'that must be me!'
