I keep noticing these vans inventively parked on grass verges, pathways and islands and wondered if they have some kind of special dispensation to park almost anywhere.
If so, is this because they are police vehicles and if not how do they get away with it?

The same way that police seem to get away with parking anywhere whilst popping into the shops etc.

Im pretty certain as long as its getting used for its purpose then they can park in places were in normal cicumstances you cant.

I dont see any problem with this aslong as it doesn't cause any danger or block any access.

its illegal to park there.

what if i decide it is imperative that i park wherever i want so i can go and get 20 b & h from the shop, does that make it non-illegal?

If the law gives them a dispensation to park there, then it's not illegal, is it?. Just because something is illegal for someone, doesn't make it illegal for someone else with different circumstances.

It's illegal for a 15 y'old to drive. Doesn't make it illegal for you!

And the obvious qustion being what legal power or right do you think you have which will allow you to do this?

I'm going to take a guess that the powers that operate that van also put the clamp on – for the same reasons that caravan owners clamp their own caravans when parked on their drives.
