I'm posting this after a conversation I had today with a colleague at work.

Her brother, who I've met a few times, was on his commute home.

On the way he comes across a middle aged bloke standing in the middle of the road with a stick and a limp. The guy isn't moving so he beeps his horn and the guy seems to move.

On approaching on a set of lights down the road he stops.

He then sees the same bloke now running after the car. On reaching the car the bloke take his stick and smashes the windscreen and continues to shout abuse and smash seven shades out of the car windows.

After a few more hits with the stick, the driver puts his foot down drives the short jounrney home, and calls the police.

The police say they cannot do anything as it was not a 'targetted attack.'

This phrase has me stumped. What the hell does that mean?
He had it explained along the lines that it was a premeditated attack. I still can't get my head around how the hell this can go unpunished and I wondered what others thought.

Had very similar issues with the police twice this year.

One ended up with damage to my car. The other ended with damage to my face.

Both had the same level of disinterest by the police.

A fairly main road in Wolverhampton.

After asking around apparently the guy with the stick is fairly well known locally for shouting abuse at pedistrians and motorists alike.

I think the question that is on everyone's minds is: Why did the guy need a walking stick if he then pegged it after the car?

Which main road in Wolverhampton was this?

Ive had a similiar thing happen when in a friends car but the guy just wanted to fight us and was obviously drunk out his mind, this was Penn Road up by KFC and Waitrose.

He's not related to the guy that used to walk around the shopping areas in Wolverhampton dressed as a cowboy, with a massive ghetto blaster and randomly shout "Ladies and Gentlemen, The High Chapparal!!!"

He'll choose the wrong car one day very soon and get a battering, then i guess the police will be very interested. Either a drink problem, mental issues or maybe both is my guess.

Now that you mention this, the guy did look really similiar to the cowboy man so he could well be related to him. Looks like the mental health issues run in the family.

Definately sounds like he's mentally ill - if it is a common occurence and the police can not arrest or section him, they can't really do much about it and have to make up a cover story to deal with the complaint.

Who is supposed to be responsible then ?

If someone is mentally ill, then it is not criminal damage ?

There was an old guy in Cardiff who was locally known as 'kung-fo charlie'. He used to frequent a local busy intersection, and when cars had stopped would practice his karate skills on the cars sat at the lights. Frequently he would damage cars at the junction..... Locals knew never to stop at the front of the queue!

The unfortunate story behind this somewhat bizarre behaviour, was earlier in life he lost a seven year old daughter in a hit and run accident.

So different circumstances can afflict different people in different ways.....
