Saw a 60reg E90 black Beemer today with black steel wheels. I quite liked the look and I presume the cheapest option.

Probably right although if I had spare cash I wouldn't mind them on my E36. Look a bit like the wheels on US police cars and taxis.

If its a new one then yes most likely running on winter tyres, I've seen a few like that. They only briefly offered steel wheels on the E90, would have been the base spec 05/ 06 model that slotted in below the ES and SE. Since then its been alloys standard.

In the picture? Those are steels with wheel trims.

No not in the picture. Although that probably answers the question anyway. I just know some manufacturers do steel-look alloy designs for base models

There was a model *below* the ES?

I don't know how much more basic they could make it.... perhaps wind-down windows, no stereo and vinyl seats?

Id love winter steels for my m3, but they need to be at least 17" to house the brakes and there isnt a donor car. The only way to get them really is from bmw and theyre alloy money.

People bought plenty of E30s just like that once upon a time. The fundmentals were there, the rest is just chintz that we've become accustomed to. We don't actually *need* most of it.

WRT to the OP - most likely part of the winter wheel swap programme BMW are running.

Yes, but very unpopular and not on sale for long. Same story with the 1-series.
