Back during WWII when petrol was in short supply in South Africa, the sugar cane farmers in Natal, South Africa, modified their sugar mills to produce ethonol. This product was called Union Spirit and as it was 100 octane and had to be mixed with normal petrol for the old side valve engine prevalent in those days. You might say, so what. Well Union Spirit was being sold at half the price of petrol even in those days.
After hostilities ceased and petrol was once again available, the S.A. government banned the production and sale of Union Spirit.
Some years ago, there was another move by the Natal farmers to go into production of ethanol, but once again, the government stepped in and said NO.
Apart from this, every now and so often some dude comes up with a vehicle that runs on water by converting the H20 into its component gas parts of hydrogen and oxygen that is a very explosive mixture. It is just the matrix that is required to generate the amount of gasses required for a combustion engine. H2O conversion requires a lot of power, that usually offsets any gain.

I used to be a fan of this sort of thinking, but if you follow it through logically, it just doesn't make sense.
The world is essentially greased by money. Everyone, and I mean everyone, is greedy, and will step on your grandma for a fiver. If there was a way of making cheap renewable energy which could be easily put to market for less than an internal combustion petrol engine, somebody would have invented and marketed it by now and would be making an absolute fortune as we all switched to this new form of propulsion.
IMHO, as soon as it becomes more profitable to manufacture/sell a vehicle powered by something other than petrol, all of these problems like infrastructure (hydrogen) or land (biofuel) will magically stop being important in the face of massive profits by whoever gets it to market first.
