Wedding Chauffering & Tours in prestige vehicles..?

Trying to find out more info on what insurances and regulations there are around this, ive asked the council about private hire licences and it seems very limited to age of car, MOT etc.

I know no specific chauffer licence is required for taking a bride from home to wedding venue (council said this), but what if you're doing a tour or a trip to London etc? See people doing this in cars older than the age stated by the council (3 years old max i think)

Just getting a bit confused by it all and wondered if anyone here could shed any light?
