'tag' sticking out between tyre and wheel?

I had new tyres fitted around 4 months ago and today noticed two of the tyres have plastic/paper 'tags' sticking out from between the wheel and tyre.

Anyone know what they are? They are firmly wedged, so would need to be cut off or the tyre removed.

They look like a generic label that you get on most items of clothing. My new mountain bike tyres had those attached to the inside and came off with a little tug.

Are you sure you only noticed them after two months or do you never look at your car :|

Washed it a few times and I check the pressures every couple of weeks. Definitely wasn't there when fitted, but couldn't say for sure how long they have been noticeable.
