Can anyone provide some advice on this, which was brought up in a pub discussion.

I'm currently living and working, (possibly temporarily,) in Norfolk, while 'home' is my parents house in Herts. I have my car with me in Norfolk and my insurance company is aware that home, (where my post goes) is Herts, but the premium is worked out for the postcode in Norfolk. I've been told, (pub chat, not official chat) that my driving licence and car log book both need to be registered at the Norfolk address, as it's where I spend the majority of my time, apparently if this isn't done I could face a £1000 fine if the police pull me over for anything and all details don't tally up, plus the insurance company may not pay out if they can find a loop-hole in any way.
Slightly concerned about this I contacted the DVLA who told me that everything has to be registered to the same address and that should be where I'm living. Then I spoke to my insurance company to double check that the premium is based on a car spending the majority of it's time in Norfolk, the chappie on the phone confirmed that, but also said that it didn't matter if the driving licence and log book were recorded under a different address to where the car was mostly kept.
I don't want to risk a £1000 fine, I don't want my insurance company to avoid any pay outs, (none are needed at present)and I don't want to be breaking the law but I seem to be getting different advice from different people.
Can anyone please advise on who or what is correct?
