Tracking an owner through a number plate

Afternoon all

So, as per title, is there any way to find out details of someone through their number plate? I wondered if I could find the owner and offer him money for his registration number

This would require a PNC or DVLA check. I have no experience of the DVLA. A PNC check can be carried out by the police or an insurance company. The police will not do this for you under any circumstances. An insurance company operative may do; but in doing so would commit a crime under the computer misuse act. Everyone checking information has to have a valid purpose.

The short answer is no. Your only option is to leave a note under the wiper or follow him home. Though most may find this weird.
