This week there have been workmen resurfacing our local road. The recent night-time temperatures are about -4°C and during the day yesterday it peaked at +2°C. Will this new surface be laid securely in these conditions, or will it just crack up and fall apart like the botches made before and after last winter's cold snap?

Would they have been better off doing this in the spring?

I discussed this very topic (almost exactly!) with a man in the pub who used to manage this kind of thing for our local council two days ago. He said their guidelines were to only put it down at 5 degrees C or above as the tarmac cools too quickly, but that if they manage to get it down it should be fine so they would still operate at lower temperatures but make sure they get it down quickly.

It can be done in those conditions, but it's likely they didn't have the correct bitumen.

i will be a cheap council bodge job laid as a "patch" knowing cheaper to do 4-5 times than do 1 proper repair
