my dad has proper done his back and shoulder in and really cant pull his seat belt on. when it is on its too painful to go a long distance. How do you go about getting a exemption certificate ?

Since when does a seatbelt exert any real pressure on your shoulder or back?

Althiough as he has "proper done his back and shoulder in" perhaps I'm not understanding the problem...

I would say you have no chance, if his back & shoulder are so knackered he can't operate the seat belt or its to painful to have it on, should he be driving?

Passengers are required to wear seatbelts too.

True.. although if the issue with the belt has more to do with his shoulder than his back it could maybe be more of a problem on the driver's side?
